Tax Exemption based on VAT not aplied

Hello, my goal is that every user ( even not logged ) has same price which is with VAT included f.e. 100$ for product. I set VAT 21% for all countries coz that is VAT in our country. But there is an option for all users to Choose state and then enter vat number which will be checked by VIES Validation and if it is valid i have rule that should delete tax so the final price for those whos filled VAT correctly will be 79$. I attach mz settings it seems all good and it works when i select Tax Exemption, Requies: nothing but when i select Tax Exemption Requies: VIES - VALIDATION then its not working even with real working VAT number. So it does nothing at all when i enter correct VAT nubmber, but it should change the price.

 Thank you for responding. I want to achieve that even not registered users that dont want to register may enter their VAT number to extempt VAT. So i want to get rid of User type selection ( idk why it is there if they dont want to be registered ) and make VAT number field work for everyone.
