Is it normal to generate various Custom Fields, even with repeated keys?

It is normal to have fields with empty values, but I am not sure where you have duplicated / repeated keys. I checked and this is not happening in my local site. I checked and I see that for example our plugin only uses "update_post_meta" for "b2bking_product_customrows_group_b2c". So I don't see why it would be created multiple times. I wonder whether there may be some kind of plugin conflict or anything similar in your site that could lead to this.

However, this shouldn't have any effect on the site. A WP database is capable of handling hundreds of thousands, maybe millions of entries without issues. So my opinion is that this does not have any effect on the site.

I think you can safely delete duplicate keys - I don't know if there's an option to do it in Bulk - maybe a plugin such as https://wpdevelopersclub.com/wordpress-plugins/cleanup-duplicate-meta can be useful
