I would like to set special price for a single User ('Fixed price') - over product price ('B2B Users Sale Price' - b2b group). Option 'Calculated Discounted Price Becomes Sale Price 'for 'Fixed price' is missing.

I understand that you would like to set a fixed specific price for a product for a certain user.
Is the problem that you would like to display this as the 'Sale Price', but the rule only allows setting the price directly (Regular price)? I guess you would also want to show the old price?
I'm sorry but in that case, there's no option to make 'fixed price' appear as a sale price. The only solution for that would be to use a 'discount percentage' or 'discount amount' dynamic rule for that user. This is just how the rule works, and in this case we cannot add the 'becomes sale price' checkbox.

When I set product prices:
1) '_regular_price' => 20 $
2) 'b2bking_regular_product_price_group_[b2bking_customergroup]' => 15 $
3) 'b2bking_sale_product_price_group_[b2bking_customergroup] => 10 $
and I add dynamic rule with 'Fixed Price' for User with value 'b2bking_rule_select_howmuch' => 1$
-> then price shows: strike/old price: 1$ -> new/actual price: 10$
Price for User should be more important than price for his Group and should ovewrite sale price (with option).

I think you are correct that there should be an option for this, to overwrite the sale price through fixed price rules.
