Do you mean this button?
This button is for the customer (The customer requests a refund for the order) in My Account -> Orders when clicking on an order.
The vendor will go to the dashboard -> Refunds to accept/deny the refund:
It may help if you can give me more details, or a screenshot to better understand the question,
