We receive many registration notifications before the required fields on the registration page are filled. And almost all of them are spam.
I have two questions,
1. How can they proceed without filling out these mandatory fields on the registration page?
2. Is there a way to block these spam registrations?

Those registrations are probably done by spam bots - they have various ways to submit registrations programmatically.

Any WooCommerce registration captcha plugin should work. We last tested it successfully with this free captcha plugin, so I can recommend it: https://wordpress.org/plugins/wp-recaptcha-integration/
