promises that the Startup plan has all the same features as Pro except company credit add-on, Dokan, WCFM. But the page seems to contradict this:

promises a lot of "Pro Features" if I upgrade. Can you clarify? Do these "Pro Features" apply to the Startup plan also?

The Startup and Pro plans of the plugin have the same features with the exception of the 3 add-ons you mentioned.
Where the other page mentions 'pro features', that just refers to the paid version of the plugin compared to the free version ( https://wordpress.org/plugins/b2bking-wholesale-for-woocommerce/ ). So it's not referring to the pro plan, but rather to using any paid version of the plugin.
Otherwise, all the plans have the same features with the exception of the included add-ons.
