When I update my price while shopping as a Customer in the cart page, the price won't update. I've tried everything. But it won't budge and I need this as without this my clients won't get agreed apon prices.

Are you able to edit / enter the price, but after clicking "update cart", the prices are not changed? Or are you not able to enter different prices at all?
If you can enter a different price, but it looks like that price is not saved, that is almost always some kind of plugin conflict with another plugin that affects pricing. In that case, please try to deactivate all other site plugins as that would usually resolve it and clarify which plugin is in conflict.
If you'd like, we can also troubleshoot it directly if you can share a backend site or staging site access,
